Amends section 37-14-14 of the North Dakota Century Code to modify how income from the veterans' postwar trust fund is appropriated, shifting from the biennium income is earned to the following biennium.

Appropriates $210,000 from the general fund to the Department of Veterans' Affairs for the biennium July 1, 2011 to June 30, 2013, to be used in place of trust fund income for veterans' benefit programs.

Requires income generated by the veterans' postwar trust fund during the 2011-2013 biennium to be held with the fund's corpus for appropriation during the 2013-2015 biennium instead.

Appropriates $50,000 from the general fund to the Department of Veterans' Affairs for purchasing vans to transport veterans or their dependents during the biennium July 1, 2011 to June 30, 2013.
