Amends North Dakota Century Code sections 43-03-02, 43-03-09, and 43-03-15 to modify architect and landscape architect registration requirements and exemptions.

Expands exemptions from architect registration to include buildings with primary occupancy classifications of assembly groups A-2 through A-5, business group B, factory industrial group F, mercantile group M, and residential group R that do not exceed two stories in height.

Clarifies that building remodeling or additions that do not change the primary occupancy classification to assembly group A-1, educational group E, high-hazard group H, or institutional group I are exempt from architect registration requirements.

Prohibits unregistered persons from advertising or representing themselves as architects or landscape architects, and prevents engagement in architecture or landscape architecture services except as a copartnership of architects.

Declares the Act to be an emergency measure; passed by House vote of 90-3-1 and Senate vote of 34-13-0.
