Changes "police officer" to "law enforcement officer" in section 39-20-01.1 regarding chemical testing of drivers involved in fatal crashes.

In fatal crash cases, driver must be compelled to submit to blood, breath, or urine tests if there is probable cause of violation of section 39-08-01 or a moving violation under section 39-06.1-09.

In serious bodily injury crash cases, changes mandatory compulsion language to permissive language, allowing (rather than requiring) a law enforcement officer to compel chemical testing when there is probable cause of violation of section 39-08-01.

Requires testing methods and techniques to follow those established by the director of the state crime laboratory for specimen collection, preservation, and testing.
