Authorizes the Budget Section of the Legislative Management to hold public hearings on new or revised block grants passed by Congress during the period from the Sixty-second Legislative Assembly's recess or adjournment through September 30, 2013

Approves the Department of Commerce appropriation bill as the Legislative Assembly's approval of community services block grant moneys for the period ending September 30, 2013

Grants authority to the Budget Section to hold required public hearings for additional block grants or other federal moneys under the Omnibus Budget Reconciliation Act of 1981 or other relevant federal statutes

Allows the Budget Section to use methods and procedures it deems appropriate to provide public notice and conduct the authorized hearings

Addresses the Legislative Assembly's inability to conduct public hearings on block grants approved by Congress after the 2011 session recesses, since the legislature will not meet in regular session during 2012
