Proposes an amendment to Section 4 of Article XI of the North Dakota Constitution to explicitly require members of the executive branch to take the oath of office

Adds "the executive and judicial" branches to the constitutional language specifying which officials must take the prescribed oath, except for inferior officers that may be exempted by law

Establishes the oath as: "I do solemnly swear (or affirm) that I will support the Constitution of the United States and the Constitution of the State of North Dakota; and that I will faithfully discharge the duties of the office of _________ according to the best of my ability, so help me God" (or under pains and penalties of perjury for affirmations)

Prohibits any other oath, declaration, or test from being required as a qualification for any office or public trust

Requires submission of the proposed constitutional amendment to North Dakota voters at the 2012 general election for approval
