Proposes adding a new section to article XI of the North Dakota Constitution to be submitted to voters at the 2012 primary election

Prohibits any law or rule from compelling individuals to purchase health insurance or compelling individuals, employers, or health care providers to participate in any health care system

Allows individuals and employers to pay directly for lawful health care services without penalties or fines, and permits health care providers to accept direct payment without penalties or fines

Permits purchase and sale of health insurance in a private health care system subject to reasonable and necessary rules that do not substantially limit options

Includes exceptions that do not affect workers' compensation laws, existing laws, child support orders with health insurance provisions, or determinations of which health care services are permitted by law
