Urges the Federal Communications Commission to make substantive changes to the National Broadband Plan to prevent limitations on rural economic development and social well-being.

Objects to the plan's target of 4 megabits per second for rural, high-cost areas while urban areas aim for 100 megabits per second to 100 million homes by 2020.

Argues that rural broadband access is essential for agricultural businesses, student distance education, telemedicine services, and rural economic development.

Encourages North Dakota's Congressional Delegation to work with the FCC to ensure the National Broadband Plan is dramatically altered to provide quality broadband services throughout the state.

Directs the Secretary of State to forward copies of the resolution to the FCC and all members of the North Dakota Congressional Delegation.
