Urges Congress to require renegotiation of United States Fish and Wildlife Service (USFWS) wetlands easements that were acquired without consideration of impacts on farming operations.

Asserts that many easement terms were not clearly defined and have been interpreted as covering entire property parcels rather than specific wetlands, unfairly burdening landowners.

Claims USFWS's contemporary interpretation of easements exceeds the original intent to prevent surface drainage and that the agency is not following federal court decisions on easement acquisition.

Notes that wetlands easements have resulted in lost tax revenues to political subdivisions, devalued surrounding real estate, and created legal expenses for North Dakota in forcing wetland delineation.

Directs the Secretary of State to forward copies of the resolution to the USFWS director, Secretary of the Interior, and each member of the North Dakota Congressional Delegation.
