Proposes amendment to Section 3 of Article IV of the North Dakota Constitution to require at least one member of each legislative district to be elected in every biennial election

Maintains existing requirement that approximately one-half of senate members and one-half of house members be elected biennially

Adds new mandate that at least one member from each legislative district must be elected during each biennial election cycle

Must be submitted to North Dakota voters at the 2012 general election for approval in accordance with Article IV, Section 16 of the state constitution
