North Dakota applies to Congress under Article V of the Constitution to call a constitutional convention for the sole purpose of proposing an amendment requiring Congress to call a convention when two-thirds of state legislatures submit identical amendment applications.

The convention may only vote to propose or reject the specific amendment text contained in this application; any vote on other amendments is null and void.

North Dakota delegates must take an enforceable oath to abide by the convention's limited purpose, and delegates voting on unauthorized amendments lose authority to represent the state.

The application remains valid for seven years from Congress's referral date but becomes null and void if Congress proposes and refers the identical amendment text within 90 days of receiving qualifying applications from two-thirds of states.

The Secretary of State must distribute copies to Congress leadership, the North Dakota Congressional Delegation, and presiding officers of all state legislatures within 30 days of passage.
