Amends North Dakota Constitution Article IV, Sections 7 and 13 to increase the maximum length of regular legislative sessions from 81 to 100 natural days during a biennium.

Organizational meetings, gubernatorial call sessions, and impeachment proceedings remain excluded from the 100-day calculation.

Defines a "natural day" as a period of twenty-four consecutive hours; session days need not be consecutive.

Changes all references to session length in Section 13 from 81 to 100 natural days for purposes of law effective dates and emergency measures.

Requires submission to North Dakota voters at the 2012 general election for ratification as a constitutional amendment.
