Proposes amendment to North Dakota Constitution Section 6, Article IX to authorize the Board of University and School Lands to exchange land and mineral interests with the United States, North Dakota, counties, municipalities, Indian tribes, and private individuals or entities.

Removes the minimum $10 per acre sale price requirement for original grant school and institutional lands sold for fair market value.

Expands mineral exchange authority to include all mineral interests, not limited to coal mineral interests, allowing the board to approve exchanges of any mineral rights.

Requires amendment approval by qualified North Dakota electors at the 2012 primary election in accordance with Article IV, Section 16 of the state constitution.

Maintains existing provisions regarding state reservation of mineral and water power rights in transferred lands, except for coal and other mineral interests approved for exchange by the board.
