Proposes a new section to Article IV of the North Dakota Constitution to be submitted to voters at the 2012 primary election.

Allows the legislative assembly to submit proposed laws directly to voters for approval if the law is identical to or a revised version of a previously initiated measure that voters placed on the ballot.

Statutory measures approved by a majority of votes become effective thirty days after the election or on a later date specified in the measure; rejected measures are void immediately.

Prohibits the legislative assembly from repealing or amending a voter-approved statutory measure for seven years from its effective date, except by a two-thirds vote of members in each house.
