Increases governor's annual salary to $117,285 effective July 1, 2012 (from $113,034 through June 30, 2012)

Increases lieutenant governor's annual salary to $90,829 effective July 1, 2012 (from $81,538 through June 30, 2012)

Designates $21,517,716 in federal education jobs fund appropriated to the Department of Public Instruction as one-time funding that cannot be replaced with general fund dollars in future biennium requests

Declares the education jobs fund program line item an emergency measure
