Appropriates $58,383,563 in total funds to the North Dakota Attorney General for the 2011-13 biennium, including $31,542,245 from the general fund and $26,841,318 from special and federal funds.

Authorizes the Attorney General to charge and collect fees for state fire marshal program services provided to entities covered under the fire and tornado fund and petroleum release compensation fund, with fees deposited into the Attorney General's operating fund.

Amends missing children reporting procedures to streamline data entry requirements and eliminate waiting periods for reporting lost, missing, or runaway children to the national crime information center.

Increases the Attorney General's annual salary to $134,719 through June 30, 2012, with subsequent increases to $113,266 through June 30, 2013, and $138,259 thereafter.

Allows the Attorney General to retain the balance in the refund fund that would otherwise transfer to the general fund on June 30, 2011, and declares this provision an emergency measure.
