Appropriates $9,571,330 in total funds to the state auditor for the 2011-13 biennium, including $8,626,758 for salaries and wages and $794,572 for operating expenses.

Reduces full-time equivalent positions from 51.80 to 50.80 positions.

Eliminates $150,000 in one-time funding for electronic working papers that was approved for the 2009-11 biennium.

Appropriates $100,000 to the legislative council to contract for a performance review of the state auditor's office by October 1, 2011, with completion required by July 1, 2012.

Increases the state auditor's annual salary to $90,356 through June 30, 2012, and $93,728 thereafter.
