Appropriates $17,401,730 in special funds to the North Dakota Insurance Commissioner for the 2011-2013 biennium, including $6,859,830 for salaries and wages, $3,431,900 for operating expenses, and $7,040,000 for grants.

Allocates $6,870,000 from the insurance tax distribution fund, with $6,200,000 for payments to fire departments and $670,000 for two equal payments to the North Dakota firefighter's association.

Increases the insurance commissioner's annual salary to $90,356 through June 30, 2012, and $93,728 thereafter.

Provides funding from various state funds including $1,611,575 from the fire and tornado fund, $46,769 from the bonding fund, $27,349 from the unsatisfied judgment fund, and $46,769 from the petroleum release compensation fund for administrative expenses.

Requires the insurance commissioner to report at each budget section meeting during the 2011-12 interim on the status of provisions of the Patient Protection and Affordable Care Act.
