Appropriates $2,595,726,231 in total funds ($925,513,799 general fund) to the North Dakota Department of Human Services for the biennium July 1, 2011 through June 30, 2013, distributed across management, program and policy, and human service centers and institutions divisions.

Authorizes the Department of Human Services to transfer appropriation authority between line items within and between subdivisions, with transfers exceeding $50,000 to be reported to the budget section after June 30, 2012 and to the appropriations committees of the 63rd legislative assembly.

Exempts the medicaid management information system replacement appropriation from budget provisions and makes unexpended funds from the 2009-11 biennium available for project completion through June 30, 2013.

Directs $250,000 of federal funding to support a statewide school and community-based youth network for risk behavior prevention efforts, requiring participating entities to provide $1 in matching funds for each $1 of state funds received.

Allocates $400,000 from the health care trust fund as one-time grants: $200,000 to a government nursing facility in a city with population over 600 (2000 census) and $200,000 to a hospital in a city with population under 500 (2000 census) that participated in intergovernmental transfer payment programs.
