Appropriates $65,687,742 from the game and fish fund to the Game and Fish Department for the biennium July 1, 2011 through June 30, 2013, with major allocations including $24,019,028 for salaries and wages, $12,904,686 for land habitat and deer, and $7,718,500 for grants.

Appropriates $200,000 from the game and fish fund to the Game and Fish Department for wildlife services payments to the agriculture commissioner for the period effective through June 30, 2011, funded from estimated property tax savings.

Transfers $300,000 from the general fund to the game and fish fund for the agriculture commissioner, with $199,461 for state board of animal health expenses and $100,539 for wildlife services.

Restricts the $200,000 Missouri River enforcement appropriation to salaries, operating expenses, and grants to local law enforcement agencies, prohibiting equipment purchases costing $3,000 or more.

Declares emergency status for $400,000 in grants for Grahams Island state park access road elevation project, $850,000 for hunting access and deer depredation, and the wildlife services appropriation in Section 2.
