Appropriates $16,585,304 in total funds to the North Dakota State Historical Society for the biennium July 1, 2011 through June 30, 2013, with $13,034,891 from the general fund.

Allocates funds across salaries and wages ($9,537,660), operating expenses ($2,677,916), capital assets ($2,835,736), grants ($1,025,000), and cultural heritage grants ($504,500).

Authorizes 63 full-time equivalent positions, an increase of one position from the base level of 62 positions.

Identifies $915,700 in one-time funding for 2011-13 including new exhibit development ($90,000), repairs and small capital projects ($475,000), North Dakota eighth grade curriculum ($125,000), and heritage center expansion planning ($50,000).

Designates the director of the facility management division of the office of management and budget as state onsite project manager for the heritage center addition project with authority to verify and approve all related expenditures.
