Appropriates $1,810,000 from the general fund to the Office of the Tax Commissioner for homestead tax credit ($1,349,000) and disabled veteran credit ($461,000) for the period January 1, 2011 through June 30, 2011.

Appropriates $58,904 from the general fund to Valley City State University for 2009 flood expenditures.

Appropriates $4,233,000 in special funds from the property tax relief sustainability fund to the Department of Public Instruction for grants related to mill levy reductions.

Directs the director of the office of management and budget to transfer $4,233,000 from the permanent oil tax trust fund to the property tax relief sustainability fund before June 30, 2011.

Declares the act to be an emergency measure; passed by the Senate 46-0 and the House 92-0.
