Amends North Dakota Century Code sections 48-09-01 and 48-09-02 regarding concession bidding for cafes, restaurants, and confectioneries on public buildings and grounds.

Allows state, county, and municipal officials to grant concessions by renting, leasing, or licensing to the highest responsible bidder or best bidder at reasonable monthly rental for up to eight years.

Exempts boards of directors of North Dakota fair associations and boards of county park commissioners from competitive bidding requirements for concessions.

Requires competitive bidding and advertisement in the official newspaper of the entity requesting bids for concessions with estimated gross sales exceeding $525,000 annually, with awards going to the highest responsible bidder.

Passed the Senate 47-0 and the House 75-19.
