Creates a new section (48-01.2-02.1) establishing the bidding threshold for public improvement construction projects at one hundred thousand dollars.

Amends the definition of "construction" to reference the threshold established in the new section rather than specifying a fixed dollar amount for demolition projects.

Requires governing bodies to advertise for bids and procure plans and specifications from architects or engineers for public improvement projects exceeding the one hundred thousand dollar threshold.

Modifies bid requirements to mandate multiple prime bids for general, electrical, and mechanical portions of projects when contracts exceed the threshold, unless individual contracts are less than 25 percent of the threshold.

Allows governing bodies to declare emergency situations and contract for public improvements without seeking competitive bids.
