Expands the purposes of the oil and gas research council to include promoting innovation in safety, enhancement of environment, and increased education concerning petroleum product distribution.

Adds petroleum refining industry and petroleum marketing industry to the list of industries eligible for grants, loans, and financial assistance from the Industrial Commission.

Authorizes the Industrial Commission to make and explore orders, rules, and regulations necessary to effectuate the purposes of the oil and gas research council.
