Transfers authority for the health care record registry from the Secretary of State to the Information Technology Department, which maintains the registry through a password-protected website accessible by file number.

Establishes a Health Information Technology Office to implement and administer a statewide health information exchange, with authority to adopt rules for privacy, security, access, and participation requirements.

Requires all executive branch state agencies and institutions of higher education to implement health information technology systems meeting minimum standards for health information exchange access by January 1, 2015, and to provide patient-specific data to complete patient records.

Designates individually identifiable health information submitted to the health information exchange as confidential under the federal Health Insurance Portability and Accountability Act, and demographic information in the master client index as exempt records.

Grants immunity from criminal and civil liability to health care providers who rely in good faith on health information exchange data, except for acts involving gross negligence or reckless, wanton, or intentional misconduct.
