Establishes an infrastructure development grant program administered by the energy development impact director to fund water, roads, and housing projects in oil and gas development-impacted cities, counties, school districts, and other taxing districts.

Requires a 3-to-1 matching formula where each dollar of grant funds must be matched by one dollar from the taxing district and one dollar from the private sector.

Limits grant awards to a maximum of thirty million dollars per fiscal year.

Appropriates $100,000,000 from the permanent oil tax trust fund to the oil and gas impact grant fund, with transfer to occur on July 1, 2011, for infrastructure development grants during the 2011-13, 2013-15, and 2015-17 bienniums.

Amends existing law to establish infrastructure development grants as a second category of grants from the oil and gas impact grant fund, alongside existing impact grants.
