Director of emergency services shall establish fees for access to state radio system and mobile data terminal services, with fee changes taking effect July 1 and announced at least one year in advance.

Director must consult with state and local government representatives before setting fees and may consider economic conditions when adjusting rates.

County and city law enforcement departments accessing the North Dakota teletype system pay 50 percent of actual costs based on county population, ranging from $40/month (less than 5,000 population) to $260/month (25,000 or more population).

State general fund agencies access systems at no cost; other law enforcement affiliated organizations and federal agencies pay 100 percent of actual costs.

Appropriates $110,302 for mobile data terminal services and $5,500,000 for purchasing or leasing infrastructure and equipment for up to 12 additional state radio towers during the biennium July 1, 2011 to June 30, 2013.
