Expands the definition of "community" under the new jobs training program to include institutions of higher education assigned primary responsibility for workforce training under section 52-08-08.

Requires institutions of higher education responsible for workforce training to prepare annual business plans that include provisions for tribal college training capacity and may participate as a community under the new jobs training program.

Mandates that state funds received by workforce training institutions be used exclusively for business and customized training activities.

Authorizes the state board of higher education to establish revolving loan funds for workforce training program startups at designated institutions using specified borrowing authority.

Requires the division of workforce development to maintain baseline records of subsidized internships, apprenticeships, and work experience opportunities, and limits future subsidies to new or expanded opportunities above each funding recipient's baseline level.
