Amends section 39-04-21 to clarify that registration fees for motor vehicles first registered during a calendar year are prorated monthly at one-twelfth of the annual fee, with temporary registrations issued as prescribed by the director of transportation.

Creates new section allowing the director to register passenger motor vehicles from other states or territories for up to two one-year periods without title transfer or motor vehicle excise tax if the vehicle remains titled and registered in the other state and the owner/operator is gainfully employed or stationed in North Dakota but not a resident.

Requires nonresident operators to maintain evidence of out-of-state registration in the vehicle and provide it to law enforcement or the department upon request.

Directs the director to issue a North Dakota license plate to nonresident owners, which must be displayed on the vehicle.

Exempts passenger motor vehicles registered under this new nonresident provision from motor vehicle excise tax under section 57-40.3-04 if the owner or operator is not a state resident for any purpose.
