Senate Bill No. 2065 Summary

• Amends North Dakota Century Code section 44-08-04 to allow state officers and employees to claim reimbursement for meals while on official business away from their normal workplace for any part of a day.

• Permits meal claims that are included in conference, seminar, or meeting registration fees, even if the event is held in the claimant's normal working and living residence, but prohibits claiming the quarterly meal allowance for that same meal.

• Allows higher education athletic teams and other organized institution group meals attended on behalf of the institution to be reimbursed for actual expenses for the entire group (including coaches, trainers, and other employees) on a team or group travel expense report without requiring individual documentation.

• Establishes that reimbursement is limited to overnight travel or travel away from the normal workplace lasting four hours or more, with receipts required only for lodging expenses.

• Passed Senate 47-0 and House 91-0 (with 3 absences) during the 2011 legislative session.
