Authorizes the state health council to permit use of newborn metabolic and genetic disease screening tests for research purposes with rules protecting confidentiality and ensuring legitimate research use.

Expands the definition of "metabolic disease" to include "genetic disease" as diseases designated by the state health council where early identification and intervention reduce mortality, morbidity, and disabilities.

Requires the State Department of Health to develop educational programs, provide statewide newborn screening and short-term followup services, and coordinate long-term care for metabolic and genetic diseases.

Mandates physicians report all diagnosed cases of metabolic or genetic diseases to the state and maintain a registry of cases.

Provides free medical food for phenylketonuria and maple syrup urine disease to males under 22 and females under 45; offers cost-based medical food to older individuals and low-protein products to medical assistance recipients under the age thresholds.
