Creates section 61-02-14.2 of the North Dakota Century Code authorizing the state engineer to execute contracts approved by the State Water Commission.

Permits the state engineer's authorized designee to execute contracts on behalf of the commission when authorized.

Passed by the Senate with a vote of 47-0 and by the House with a vote of 94-0 during the Sixty-second Legislative Assembly regular session beginning January 4, 2011.
