Amends the definition of "direct expenditure" to clarify it applies to corporations, cooperative corporations, limited liability companies, and associations making expenditures to promote passage or defeat of initiated or referred measures without consent or cooperation of a measure committee.

Allows corporations, cooperative corporations, limited liability companies, and associations to make contributions to measure committees and to promote general political philosophies or beliefs benefiting their employees, stockholders, patrons, or members, excluding "political purpose" activities.

Requires entities making direct expenditures for measures to file statements with the Secretary of State within 48 hours, including the entity name, address, measure title, support or opposition designation, election date, expenditure amount, and cumulative totals.

Permits state political parties and affiliated nonprofits to receive donations for a separate fund used exclusively for purchasing, maintaining, or renovating buildings and fixtures, with annual reporting requirements to the Secretary of State by January 31st.

Passed with Senate vote of 45-2 and House vote of 88-4-2 during the 2011 regular session.
