Creates a new class of practitioners called "veterinary dispensing technicians" registered by the State Board of Pharmacy to dispense veterinary prescription drugs in licensed veterinary retail facilities.

Requires veterinary retail facilities to obtain permits from the Board of Pharmacy with initial fees not to exceed $300 and annual renewal fees matching that amount.

Restricts veterinary dispensing technicians from dispensing controlled substances, compounding drugs, repackaging drugs, or dispensing medications for extra-label use; drugs may only be dispensed for equidae, food-animals, and nontraditional livestock.

Establishes educational requirements for technicians including completion of an approved academic program, certification program, or licensure as a veterinary technician by the state board of veterinary medical examiners.

Requires annual registration with an annual fee not to exceed $50 and completion of at least 8 hours of continuing education yearly (4 hours pharmacy technician education and 4 hours veterinary technician education).
