Creates a new section in North Dakota Century Code chapter 14-15.1 requiring all files, records, and proceedings related to identified adoption to be confidential.

Confidentiality requirements apply retroactively pursuant to subsection 25 of section 14-15-16.

Passed the North Dakota Senate with a vote of 47-0 and the House with a vote of 92-0 (2 absent).
