Amends section 51-05.1-04 of the North Dakota Century Code to clarify the definition of "auctioneer" and "clerk" by adding exceptions based on subsection 5.

Defines "internet auction" as the selling or offering for sale of real or personal property at public auction exclusively via the internet.

Exempts persons performing a single act or isolated transaction in selling property at auction from being classified as an auctioneer or clerk.

Exempts persons conducting or employed by persons conducting internet auctions from auctioneer or clerk licensing requirements.

Requires persons in North Dakota engaged in auto auction business via the internet to be licensed as motor vehicle dealers under section 39-22-23.
