Amends North Dakota Century Code chapter 43-29 to change "sale" to "dispensing" regarding veterinary prescription drugs and requires a valid veterinarian-client-patient relationship for dispensing, except as specified in the bill.

Allows licensed veterinarians to dispense non-controlled veterinary prescription drugs without establishing a veterinarian-client-patient relationship if the drug is prescribed by another licensed veterinarian.

Permits dispensing without the relationship if the prescribing veterinarian has inadequate drug supply, failure to dispense would interrupt treatment, or failure to dispense would cause animal suffering.

Requires the dispensing veterinarian to verify the prescription with the prescribing veterinarian before dispensing.

Passed the Senate 46-0 (1 absent) and House 93-0 (1 absent) in 2011.
