Updates the Manual for Courts-Martial reference from the 1998 edition to regulations effective through 2010 for applying uniform code of military justice to North Dakota National Guard members.

Changes language requiring governor's military regulations to conform to "United States army" standards to instead conform to "armed forces of the United States."

Updates the military civil relief act reference from the Soldiers and Sailors Civil Relief Act of 1940 to the Servicemembers Civil Relief Act, as effective through December 2003.

Specifies that "resident" includes all mobilized members of the North Dakota National Guard and defines eligibility for veteran status based on service under specific federal statutes (10 U.S.C. 12301 and 12302) with more than 30 days of active duty.

Passed unanimously with Senate vote of 47-0 and House vote of 88-0 with 6 absent.
