Amends North Dakota Century Code section 37-17.1-16 to extend liability immunity to federal agency employees on loan or leave to the state supporting emergency service response.

Grants immunity from liability for death, injury, or property damage to employees of federal agencies working in coordination with and under direction of appropriate governmental emergency or disaster response entities.

Exempts covered parties from liability when complying or reasonably attempting to comply with emergency management statutes, executive orders, disaster or emergency operational plans, or county or city ordinances relating to precautionary measures.

Maintains liability exceptions for willful misconduct, gross negligence, or bad faith by covered parties.

Preserves existing benefits and compensation rights under workforce safety and insurance law, pension law, and Acts of Congress for all covered persons.
