Amends section 50-09-38 of the North Dakota Century Code to modify the child care transition assistance program for families losing eligibility for benefits under section 50-09-29 due to employment earnings.

Changes payment method from direct payment to recipients using a debit card to direct payment to the child care provider.

Maintains the benefit duration of up to six months following the loss of benefits under section 50-09-29.

Requires the program to meet all federal requirements to be considered "assistance" under title 45, Code of Federal Regulations, part 260, section 31, or any substantially similar federal regulation.

Passed the Senate 47-0 and the House 88-0 with 6 absent during the 2011 legislative session.
