Increases State Board of Cosmetology from three to five members, with three required to be licensed cosmetologists with three years' experience and two to be citizen members, at least one with secondary or postsecondary teaching experience.

Changes board member compensation from $100 per day to the amount provided for legislative management members under section 54-35-10.

Replaces terminology of "operator" with "cosmetologist" throughout licensing requirements and examination processes.

Increases manager-operator experience requirement from 125 days to 1,000 hours of licensed practice.

Creates exemption for skin care provided under physician supervision in hospitals, clinics, or physician offices, and establishes specific thresholds for esthetician chemical peels and laser use.

Adds new grounds for license denial or discipline including permitting unlicensed persons to practice cosmetology, manicuring, skin care, or teaching.

Requires applicants who fail practical examination twice to complete 160 additional training hours before second reexamination.
