Amends subsection 7 of section 54-24-03 of the North Dakota Century Code regarding state library reporting requirements.

Requires compilation of statistics on North Dakota public libraries, county and multicounty libraries, regional library cooperatives, and multitype library authorities.

Mandates the state librarian submit a full biennial report to the superintendent of public instruction and the governor documenting work performed at the state library.

Prohibits the state librarian from requiring private sector libraries to submit information under these reporting provisions.
