Amends compensation for State Electrical Board members to remove the $50 per day maximum rate, allowing the board to set its own compensation amount while still requiring members to receive necessary and actual expenses within mileage and travel limits set by section 54-06-09.

Increases public liability insurance requirements for electricians: master electricians must carry minimum coverage of $500,000 (increased from $100,000) and class B electricians must carry $250,000 (increased from $50,000) before entering into installation contracts.

Directs legislative management to study compensation rates for executive branch boards and commissions during the 2011-12 interim, with option to focus on occupational boards, and report findings and recommendations to the 63rd legislative assembly.
