Amends North Dakota Century Code section 39-12-14.1 regarding voluntary settlement of extraordinary road use fee charges.

Allows vehicle owners, drivers, or agents to voluntarily pay extraordinary road use fees or provide proof of surety coverage before a complaint is issued, plus any applicable towing or storage costs.

Requires all settlements to be presumed voluntary in nature, regardless of who makes the payment.

Authorizes peace officers or their designees to receive settlement payments on behalf of the road jurisdiction authority.

Changes language to specify that extraordinary road use fees must be "deposited with the state treasurer to be credited to the highway fund" rather than "remitted to."
