Shifts repayment responsibility for loans from the Emergency Commission to the Office of the Adjutant General, including authority to request deficiency appropriations from the legislature if loan balances exist at the end of a biennium.

Removes the Division of Homeland Security's authority to adopt rules for blue flashing lights on state and local disaster emergency services vehicles.
