Creates definitions for "downgrade" (allowing drivers to change certification status or remove commercial privileges), "electronic device" (cellular phones, PDAs, computers, etc.), and "texting" (manually entering or reading alphanumeric text, excluding GPS use and voice commands).

Adds texting while driving as a serious traffic violation for commercial motor vehicle operators, subject to the same penalties as excessive speeding or reckless driving.

Establishes four commercial driver certification categories: interstate subject to federal regulations, interstate with excepted operations, intrastate subject to state qualifications, and intrastate with excepted operations.

Requires commercial driver applicants to submit medical certificates and self-certify their qualification status; allows the director to downgrade or remove commercial privileges if medical certification expires and certification status is not updated.

Authorizes the director to upgrade a downgraded license without retesting if the driver provides a current medical certificate, and increases penalties for knowingly falsifying application information to suspension or disqualification for at least 60 consecutive days.
