Establishes noncriminal penalties for Parks and Recreation Department rule violations with a maximum fine of $250, to be deposited in the general fund.

Creates a three-tier noncriminal offense fee structure: $100 for Class 1, $50 for Class 2, and $25 for Class 3 violations.

Allows violators to appear in court, pay the statutory fee, make a statement in explanation, and permits judges to waive, reduce, or suspend fees at their discretion.

Designates Department personnel as enforcement officers for noncriminal violations and grants the director discretion to classify rule violations.

Declares the Act an emergency measure and applies noncriminal enforcement procedures to state nature preserve and natural area rule violations.
