Creates chapter 65-06.3 of North Dakota Century Code to establish workers' compensation coverage for civilian volunteers responding to declared disasters or emergencies within the first 72 hours.

Defines "civilian volunteer" as a North Dakota resident providing immediate, impromptu response to save lives or protect property during initial disaster response, excluding those responding to predictive emergencies.

Establishes a separate fund administered by Workforce Safety and Insurance to compensate injured volunteers for wage loss and medical benefits, capped at two years of coverage, with state covering claims exceeding premium payments.

Requires injury claims to be filed within 30 days (or 60 days if incapacitated) with at least one witness affidavit, and limits eligibility to injuries occurring within 72 hours before formal volunteer registration begins.

Appropriates $35,000 from the general fund to the Adjutant General for paying premiums and claims under this chapter for the biennium July 1, 2011 through June 30, 2013.
