Amends North Dakota controlled substance schedules (Schedules I-V) to add newly identified drugs and synthetic compounds to appropriate classification levels.

Adds synthetic cannabinoids (such as JWH-018, JWH-073, and related naphthoylindoles, naphthylmethylindoles, and benzoylindoles) to Schedule I.

Adds new stimulants to Schedule I including mephedrone, MDPV, N-benzylpiperazine, and related compounds with abuse potential.

Adds depressants flunitrazepam, gamma-hydroxybutyric acid, and methaqualone to Schedule I.

Adds salvia divinorum and its active ingredients to Schedule I hallucinogenic substances; updates Schedules II-V with corresponding substance classifications and dosage limitations for narcotic drugs.
