Amends North Dakota perjury statute (12.1-11-01) to include false statements made in writings that comply with the Uniform Unsworn Foreign Declarations Act as equivalent to false statements under oath.

Creates new chapter in Title 31 establishing the Uniform Unsworn Foreign Declarations Act, allowing unsworn declarations to have the same legal effect as sworn declarations when made by persons physically located outside U.S. boundaries.

Specifies unsworn declarations must be in a signed record under penalty of perjury and follow a prescribed form that identifies the declarant's location outside U.S. geographic boundaries.

Exempts from the unsworn declaration provisions: depositions, oaths of office, oaths before specified officials, real estate recording documents, and oaths required by section 30.1-08-04.

Establishes the chapter modifies and supersedes portions of the federal Electronic Signatures in Global and National Commerce Act while preserving certain federal protections.
